2. PROJECT BASIS/JUSTIFICATION

Relevant aspects to consider are the lack of urban infrastructure in the region; the precarious conditions of permeability and urban mobility, since the planned priority road system was not fully implemented, and the high incidence of residential groups, generating extensive walled stretches along the public roads, to the detriment of the valorization of the public space. 3. PROJECT DESCRIPTION

Complementary Law Project No. 140/2015 establishes the Consortiated Urban Operation of the Vargens region and the Urban Structuring Plan of Vargens (PEU Vargens) and defines standards for the application of Land Use and Occupancy Management Instruments. This project covers an area of 5,125 hectares and all the neighborhoods of Vargem Grande, Vargem Pequena, Camorim and part of the neighborhoods of Recreio dos Bandeirantes, Barra da Tijuca and Jacarepaguá, in the southwest region of the Municipality. 第140/2015号补充法律项目确立了Vargens地区的城市联合运营和Vargens城市结构计划(PEU Vargens),并规定了土地使用和占用管理文书的应用标准。 该项目占地面积5,125公顷,包括Vargem Grande,Vargem Pequena,Camorim以及该市西南地区的Recreio dos Bandeirantes,Barra da Tijuca和Jacarepaguá等部分社区

4. PROJECT OBJECTIVES 

The Urban Structuring Plan (PEU) of Vargens establishes conditions of use and occupation of the soil. It aims to define densities, both built and demographic, more appropriate to the characteristics of the region, with land use rates (IAT) never exceeding the maximum established in Decree 3046/81. The aim of the proposal is to promote urban development, the enhancement of the environment and the quality of life in its area of coverage, preserving the natural and heritage landscape and ensuring a balance between the natural and built spaces.
